Another large apartment complex is proposed for an area of Downtown Boise that is poised to see hundreds of new units in coming years. St. Louis developer Subtext hopes to win approval for 271 apartments at the corner of Fairview Ave. and 27th St.
The large project, dubbed Local Boise, would rise seven stories, with a 417,200 square foot building. It would replace the current Budget Inn and Enterprise Rent-A-Car buildings on the site, as well as significant surface parking. The Capri Restaurant, which is attached to the Budget Inn, would remain as a standalone building.
The plan calls for 48 studio, 87 one-bedroom, 118 two-bedroom, and 18-three bedroom apartments. That’s a total of 425 beds.
Located in West Downtown just (a) short distance from the heart of downtown Boise and directly across from the newly-built St. Luke’s Regional Hospital, the project will be geared towards multi-family,” Tamara Thompson with The Land Group wrote in an application letter. “All units include top brand appliances, quartz countertops, in-unit laundry, and hardwood-style floors.”
The plan calls for a large integrated parking structure on the first and second levels, with 291 vehicle parking spots. The application indicates that’s less than the 323 required. For bikes, 274 spaces would be provided, which matches the requirement.
The ground floor would also include a large, 8,154 square foot commercial space with “retail porch” at the corner of 27th & Fairview. The ground floor would also include what’s labeled as a pocket park – renderings show a set of trees in a concrete plaza.
Starting with the third floor, apartments would run in a figure-eight on the property, with two internal courtyards. Amenity space for residents is included on the third and seventh floors.
“The project also features a rooftop terrace and large… courtyard equipped with a swimming pool, hot tub, barbecue stations, fire pits, seating areas, covered cabanas, and multi-purpose turf areas,” Thompson wrote.
Local Boise is the latest proposal for apartments near the 27th & Fairview corner on the western end of Downtown Boise:

- 27th & Fairview – 358 units, 7 stories, Kai Pacific
- The Fletcher – 169 units, 7 stories, HBCLLP
- Whitewater – 600 units, 6 stories, Roundhouse
In all, if each project is ultimately built, it would add nearly 1,400 apartment units to an area that is currently largely comprised of empty fields or surface parking lots.
