Valley Co. hopes to lease lakefront land near McCall from the state for ‘community land stewardship’

Valley County wants to lease two large sections of endowment lands around Payette Lake. 

The land includes two parcels totaling 1,218 acres. The first is around 1,051 acres along Warren Wagon Road by McCall, and the remaining 167 acres border Eastside Drive south of Lucks Point.

The lease would be between Valley County and the Idaho Department of Lands. However, United Payette started the negotiations and will be funding the lease through donations.

The request to lease the land comes after a proposal made in September 2021 from a group of local stakeholders called United Payette to IDL. The proposal suggested IDL lease or sell endowment land around Payette Lake to the city or county in an effort to preserve open space and keep it accessible to the public. The proposal came two days after Trident Holdings asked the Idaho Land Board to reconsider the denial a land swap where Trident hoped to trade timber assets in North Idaho for 26 square miles of land around Payette Lake.

Lease proposal

The Valley Co. lease proposal says that this land will be used for stewardship and recreation. Any new improvements will only be permitted with prior written approval from IDL and in line with what is allowed in the lease. Valley County Commissioner Sherry Maupin told BoiseDev that this is being done to preserve the land around the lake “until a better plan can come from the community for a long-term solution.”

“The purpose of the proposed lease between Valley County and the Idaho Department of Lands (IDL) is to promote active community land stewardship and involvement for key endowment lands along Big Payette Lake and to secure the use of these lands for public recreation and educational activities by paying a fee to IDL that would go to the endowment beneficiaries,” the lease reads. 

Permitted activities in the lease include foraging, educational activities, hiking, and trail improvements.

There are other leases and land use permits in place on these lands that IDL said will remain in place. 

The lease would be about two years, taking effect on January 1, 2023, and expiring on December 31, 2024. The total rent Valley County would pay is $40,000.

If IDL receives two or more applications for the land, a live auction will be scheduled and advertised. The lease application deadline is October 1, 2022, by 5:00 PM.
